It is not the easiest to establish clearly, but I don’t think that this report was necessarily peer reviewed. At the bottom of the page are links to “About” and “FAQ” for the Open Knowledge Repository, run by the World Bank. The About page calls this the “World Bank’s official open access repository” – which I would take to mean that the publications here are to be seen as official statements from the World Bank.
In particular, later on on the About page, they state that the site features “Icon for publications that have undergone Academic Peer Review”. An example of this icon can be seen here: https://openknowledge.worldbank.org/handle/10986/36154 where it states clearly under the title that that paper has been “Academically peer reviewed”.
