1. Reduce Emissions of Pollutants
– reduce 50% of nitrogen oxides and volatile organic compounds by 2012
– reduce 10,000 tons of industry generated pollutants per year by 2012
– enforce mandatory emissions verification for freight vehicles by 2009
2. Increase Passenger and Freight Transportation Efficiency
