The Tokyo Metropolitan Government (TMG) has created a Metropolitan Environmental Master Plan listing the various steps that Tokyo plans to take in order to become a more sustainable city.

The TMG Environmental Sustainability Program centers on the following issues:
1. Increased focus on environmental sustainability measures.
2. Promotion of systems and mechanisms ahead of those by the central government.
3. Increased emphasis on environmental policies that allow private enterprises and NPO’s to play a greater public role.

This program has FIVE areas of focus:
1. Global Warming Countermeasures
Boost efforts to deal with the worsening problem of global warming by expanding the objectives of global warming countermeasures in Tokyo and formulate the Tokyo Metropolitan Renewable Energy Strategy (tentative name).
2. Environmentally Friendly Transport
Encourage firms to use low-emission vehicles or install devices to reduce carbon dioxide output. Encourage drivers to accelerate and decelerate smoothly, and to avoid excess idling.
Boost tree planting systems and development permission systems, and develop commercial pilot projects designed to regenerate green areas in urban spaces.
Develop an advanced system for hazardous industrial waste disposal within Tokyo, and promote the recycling of excess soil from construction sites and plastic waste.
5. Protect Environment for Future Generations
Eliminate environmental conditions that may harm future generations by taking action such as boosting measures to prevent the scattering of asbestos fibers.
