In the 1690s-1794 Africans were buried in at this site. Slaves were not allowed to hold burial ceremonies for their dead during the daytime and were forced to bury their dead outside of the settlement boundaries. Africans tried to preserve their culture by continuing their burial practices even though laws made it difficult to do so.

This site was neglected and forgotten and landfills and new development covered it. In 1991 the burial ground was rediscovered when the government began a project to build a new federal office building on the ground. Over 400 bodies were discovered.
