As Governor Andrew Cuomo officially takes office, and speaks of a “financial reinvention” of Albany, just how much change is needed to avoid a major budget crisis here in New York? Exactly which segments of the population might be hit the hardest? Given the problems a number of neighborhoods experienced during the recent holiday snowstorms, can the state’s budget truly be balanced without significant reductions of city services?
