Maybe it is the case that the film doesn’t evolve much beyond the mid-80s narrative. Given your thesis about the evolving graphic genre, which we are now accustomed to as audiences, the film may just seem dated.
Unfortunately most of the bad reviews are pretty spot on. I plan on writing a review and posting it here in a bit, I just need to collect my thoughts and sleep more than the 5 hours I got last night. Midnight showings end too late for me.

Also, here is the Opening credits to the film, which is easily the best part of the movie. I really enjoyed the credits, lots of apocalyptic tidbits hidden in plain sight
