On paper, the educational system in Mexico appears comprehensive.

Unfortunately, its realities are bleaker than might be believed. As all schooling above the Lower Secondary Level is non-compulsory, only 68 % of those who finish the basic level of education will continue to higher levels of education. The number of Mexican students who enter university level education is dramatically low, as only 8% of the population holds a bachelor’s degree.
